Beijing Municipal Bureau of Commerce

¡¡¡¡According to "Beijing People's Government's Institutional Restructuring Plan " and " Circular of Beijing People's Government Concerning Organizational Structure " authorized by Central Committee of the Communist Party of China and the State Council, Beijing Municipal Bureau of Commerce is established. Beijing Municipal Bureau of Commerce is one of Beijing's municipal departments responsible for it's internal and external trade and international economic cooperation. And it is also the site of Ports Office of Beijing Municipal Government.

Main functions:
¡¡¡¡As a result of the above adjustment, main functions of Beijing Municipal Bureau of Commerce are:
¡¡¡¡1. Formulate a strategy towards the development of Beijing's internal and external trade and it's international economic cooperation; draft local law and regulations concerning internal and external trade and international economic cooperation; work out middle and long term development plans for internal and external trade and international economic cooperation as well as annual schemes and then carry them out.

¡¡¡¡2. Study the strategy for the development of Beijing's modern circulation industry, offer suggestions on the reform of the current circulation system, draw up a plan for the allocation of key installations for commodity circulation and logistics and distribution, carry forward the structural adjustment of circulation industry, promote modern circulation methods such as chain business, logistics and distribution and e-commerce; take charge in industrial management of commodity circulation; monitor and analyse the market climate and demand/supply status, take the charge in the market control and adjustment of key commodities and the organization and carrying out of government reserve, work out market emergency preplan, boost the market in both urban and rural areas.

¡¡¡¡3. Formulate the allocation plan for key installations of daily life services and carry it out, coordinate in the planning and construction of  business centers, featured shopping street and various commodity exchange market; take charge in industrial management of daily life services.

¡¡¡¡4. Work out plans for special industries such as auction, mortgage, rent, second hand circulation and collection and use of recyclable materials and carry them out.

¡¡¡¡5. Take charge in the management of the import - export of Beijing commodity, trade of technology, import -export operation right, quota for import and export commodity, export rebates audit for all kinds of import and export enterprises in Beijing, management of the contracts of Processing Trade, supervision of public bidding for Mechanical and Electrical Products; guide international trade promotion and the construction and development of export processing zones.

¡¡¡¡6. Work out the strategical measures to develop Beijing's international cooperation; take charge in multilateral economic and technological aid for other countries; take charge in the management of international construction projects and labor service cooperation; guide foreign investment.

¡¡¡¡7. Draw up a strategy for the development of the utilization of foreign investment, work out middle and long term development plans as well as annual schemes and then carry them out, take charge in foreign investment management, guide the promotion of foreign investment, promote the economic cooperation and communication with HK and Macao SAR and Taiwan.

¡¡¡¡8. Establish Beijing's import and export fair trade early-warning mechanism, organize industry injury investigation, coordinate anti-dumping, anti-subsidies, safeguard measure and other works related with import and export fair trade, take charge in overall coordination in Beijing's WTO related works.

¡¡¡¡9. Draft local law and regulations concerning Beijing's ports works, make ports development plan and policies and carry them out, manage ports works.

¡¡¡¡10. Guide and promote the development of Industry Associations of internal and external trade and social medium organs.

¡¡¡¡11. Responsible for other tasks assigned by the municipal government.
