About the BJMBC     

¡¡¡¡As a component of the Municipal Government£¬Beijing Municipal Bureau of Commerce(referred to
as Municipal Bureau of Commerce)is responsible for domestic and foreign trade and international
economic cooperation of Beijing It is also known as Beijing Municipal Government Ports Office(referred
to as Municipal Ports Office).

Main Mandate of the Beijing Municipal Bureau of Commerce
1. To formulate development strategies of domestic and foreign trade and international economic
cooperation, draft local rules and regulations governing domestic and foreign trade and international
economic cooperation£¬propose and organize the medium and long-term plans and annual plan of
domestic and foreign trade and international economic cooperation.

2. To formulate development strategy of domestic trade£¬study on and put forth proposals on
reforming the commercial distribution system formulate guidelines for the layout 0f the key facilities
in retailing wholesaling and distribution, promote the restructuring of the commercial distribution
sector and improve of such modern distribution modalities as chain store operation£¬modern logistics
and e-commerce;monitor and analyze market situation and commodity supply and demand£¬organize
the adjustment of market supply of main consumer goods and government reserve£¬formulate the
plan for emergency; improve the development of urban and rural markets.

3. To research£¬formulate and organize the implementation of the guideline for the major facilities of
the city¡¯s service sector related to daily 1ife coordinate the planning and construction of the city-level
central business districts£¬specialty shopping streets and assorted commodity market places; regulate
the service sector related to daily life.

4. To research£¬formulate and organize the implementation of the plans for such special sectors as
auction£¬impawning£¬leasing£¬trade of second-hand goods and recollection of recyclable goods.

5. To administer the work of import and export commodities trade in technology and contracts of
processing of the city to verify the tax rebating of various import and export enterprises in Beijing; to
supervise the public biding of import electromechanical products; to guide the work of foreign trade
promotion as well as the establishment and development of export processing zones.

6. To study on and put forth policies concerning the foreign economic cooperation of the city; be
responsible for multilateral and bilateral economic and technical aids of the city; be responsible for the
work of overseas contract projects and labor cooperation; to steer the work of overseas investment.

7£®To study on the development strategies of foreign investment utilization, to put forth and organize
the implementation of long term and annual plans. Be responsible for the administration work of
foreign investment to steer the work of foreign investment promotion, o strength the economic
Administrative Region and Taiwan Organization.

8. To institute a fair trade warning mechanism for import and export, to organize industry injury
investigations, to coordinate the work pertaining to antidumping, countervailing, safeguard measures
and other issues related to fair trade for import and export, to be responsible for the coordination
work related with the World Trade Organization.

9. To draft local laws and regulations governing port. To study on and put forth port development
plan and policies and organize the implementation, to be in charge of the port work.

10. To guide and promote development for the associations, societies and social intermediary
organizations relating with domestic and foreign trade.

11. To undertake other assignments entrusted by the city government.
To manage the Beijing Grain Administration.
